Previously, he was the longest-serving Chief Scientist of the U.S. Air Force (2004–2008), Director of Defense Research and Engineering at the Pentagon, and acting Deputy Under Secretary of Defense for Research and Engineering, where he managed a $17 billion budget covering DARPA, the Missile Defense Agency, and the Space Development Agency.
